Te Ao Nui is an award-winning 4,500 m² IL4 office building in Palmerston North, developed for Horizons Regional Council and tenanted by Inland Revenue. Built to Importance Level 4, it is designed to remain operational after a major event and to function as an Emergency Operations Centre for the region.

Kaitiaki Property provided development management for the project, from early development through to handover. That covered shaping the brief and feasibility, coordinating the design and consenting process, and managing delivery so the building met the demanding resilience, seismic and servicing standards an IL4 facility requires.

The completed building gives the region a robust civic asset: a modern, efficient workplace for its tenants in normal operation, and critical infrastructure that can carry an emergency response when it is needed most. It is one of several public-sector and civic projects in Kaitiaki’s portfolio where development-management discipline was applied to a building with a community-wide role.
